Yup! I remember when that story was first released.
There was a guy on the DIY Drones forum that helped design that LUAV.

The police already have UAV's in the sky above Los Angeles, Boston, and New York. Get used to it.

Eh these things fly so high no one could hit them if they tried...(atleast with legit means) i tend to think these things are a invasion of privacy...little silent eye in the sky..who knows whose watching you o0

Actually these UAV's fly under 500 feet...otherwise the police have to pay a rather large fee and fight the FAA to get flight certification. Flying under 500 feet allows for the legal operation without certificate, its lower cost, and keeps UAV operator training cheaper/shorter because they don't have to know how to interact with commercial and private aircraft.

You could know these things out of the sky with a little suburban AA in a heartbeat.

I remember about six years ago, some asshole with a Remington shot down a police chopper flying low over a neighborhood right up the street from me. It crashed, but I don't think anyone was hurt. It was just a Little Bird though.
