I figured that drugs were a part of it, Guess I should have figured that then need some body armor too.

Plus the cops were only armed with their 9mm or .38Spc duty pistols for a majority of the incident, though a few had 12-GA shotguns. Robbers had assault rifles straight off the black market... I think.

The gunmen bought the semi-automatic firearms legally and modified them to fire full auto... The vests they wore were level II ballistic carriers with homemade trauma plates...entirely legal in California at the time, probably didn't even need to show ID.
Only items that were obtained illegally was a 100 round beta magazine and phenobarbital syringes.

I read in a few places that the armor was level IIIA, and was fitted with the trauma plates. Also, beta mags are not hard to come by if you really look for them.

just a point of interest, their body armour was nothing special, standard run of the mill get anywhere from any number of locations ballistic protection with sewn in Trauma plates over vital areas.
Keep in mind the Police at the time had only 38s, 9mm and shotguns at thier disposal during the initial response, the were facing of with 2 robbers high on drugs armed with 3,300 rounds of ammunition in box and drum magazines in the trunk of their car : two modified Chinese-built Norinco Type 56 Sporters and one modified Norinco Type 56 S-1, a semi automatic HK91 and a modified Bushmaster XM15 E2S. Phillips carried one 9mm Beretta Model 92F, it was only after the police started raiding local pawn shops and the arrival of SWAT did they level the playing field.
