I know that there was already a discussion about this back in 2010, but I didn't get the answers that I was looking for.

CIRASs will always have a cummerbund, they cannot exist without one. (they actually have two). That second link you send it a replica of the Eagle Plate Carrier with cummerbund, which is the vest that I run. Condor (OE-Tech)'s quality is not very good at all, but if you don't abuse it, it should last you for a while. If you can afford pantac or flyye, that would be a much better approach.
