sorry i didnt know we had to explain..... you can receive nomination by a service member in the chain of command... witch is "the chain of command is the line of authority and responsibility along which orders are passed within a military unit and between different units".

Just for clarification, the witness does not have to be in the chain of command, does not have to be in the same branch of service, does not have to be in the military to make the reccomendation.
