| Well the last person that has a shot who has already won some cookies is djstasavitch, unless somebody else jumps in it looks like he is going to get an easy cookie here, or maybe ncis is just waiting in the shadows ready to pounce on this question, so here it is again,

Dog tags were first issued in 1918 to assist in the Identification of fallen Service members, ( Graves Registration and Casualty Evacuation were not a high priority, in most cases skeletal remains were all that was left. )
Who was issued the first set of Dog Tags, with the ID Numer 01 ?
and the last hints,
This person has many quotes attributed to him, allong with others here are three of his,
"Watch your language", Heaven or Hoboken by Christmas.
Lafayette, we are here.
Infantry, Artillery, Aviation--all that we have--are yours to dispose of as you will. . . . I have come to say to you that the American people would be proud to be engaged in the greatest battle in history.

| The Battle of Waterloo was a 3 day Campiagn, resulting in a huge loss of life considering the actual duration of the battle, losses were,
French Empire, 25,000 killed or wounded
Seventh Coalition 22,000 killed or wounded
After Napoleons loss Pursuing Coalition forces entered France and restored Louis XVIII to the French throne. Napoleon abdicated, surrendered to the British, and was exiled to Saint Helena, where he died in 1821.

| Nope, way to long ncis, sorry,
But look at the bright side, you have helped narrow it down a bit, it´s some where between 6 and 28 hours, and there is a tolerance of 1 hour, unless somebody hits it right on the head,
